How House committee chairs are selected
House committee chairs are recommended by the Republican Steering Committee, a leadership body chaired by the Speaker, and then confirmed by a vote of the full Republican Conference. Unlike the Senate, where seniority is the dominant factor, the House Steering Committee weighs multiple factors including loyalty to party leadership, fundraising contributions, legislative expertise, and regional balance.
Republican Conference rules impose a six-year term limit on committee chairs (three consecutive Congresses). When a chair’s term expires, the Steering Committee selects a new chair, often from among the most senior members of the committee but not always. The term limit system was introduced to prevent the accumulation of permanent power in any single member and to ensure regular leadership turnover.
Committee chairs control the legislative agenda within their jurisdiction, schedule hearings, issue subpoenas, manage the markup process where bills are amended and voted on, and serve as their committee’s representative in negotiations with Senate counterparts and the White House.
