House Republicans Pass California Port Mandate Repeal

The House passed H.J. Res. 210 on September 16, 2026, advancing Rep. Vince Fong’s effort to overturn EPA authorization for California’s expanded At-Berth Regulation.

The California requirements impose emissions-control mandates on ocean-going ships while they are docked at regulated terminals. The resolution would prevent those new requirements from taking effect at major American ports while leaving existing federal maritime and environmental rules intact.

House Republican Conference Chairwoman Lisa McClain said, “Every unnecessary mandate Washington allows eventually shows up somewhere in the price Americans pay.”

Fong said the action moves Congress closer to stopping a California agency from raising consumer costs, weakening supply chains, and placing pressure on the regional fuel supply. He said the regulation threatens West Coast energy security.
